Workforce Renewal Committee
Terms of Reference

Mandate

The purpose of the Committee is to facilitate and advocate for strategies to attract, retain and train a vital local workforce.

Functions

Within its mandate, the Committee will: 

  • Advocate for the continuation, maintenance and development of a regional website that provides information on lifestyle and learning opportunities that serve to attract and retain workers and their families.
  • Facilitate the creation and maintenance of a mechanism which will obtain and maintain comprehensive current information on regional workforce demographics and trends – to be available to regional employers and other agencies.
  • Support and coordinate strategies that encourage and increase the in-migration and retention of workers in the area.
  • Advocate for a comprehensive education system (all levels – K to 12 + post-secondary) that supports the attraction and retention of a skilled workforce.

Membership

Representation on the Committee will come from the stakeholder constituencies of the Lower Columbia Basin communities-at-large, municipal governments, business and industry, community and service-based organizations, education and training sectors, youth and seniors.

Committee membership is intended to reflect the desired knowledge and experience necessary to fulfill the Committee’s purpose. Membership shall be reviewed regularly and, specifically, when new projects are undertaken.

Meetings

Meetings of the Committee shall be held regularly at the call of the Chair.
Committee Chair shall be appointed by the LCCDT Chair.
A quorum is five members present and/or participating via electronic means. 

The Committee adopts its own procedures for the conduct of its meetings, including:

  • Making decisions on a consensus basis;
  • The adoption of a formal decision/resolution by a two-thirds majority vote.

The Committee shall prepare a work plan, annually or at the discretion of the Committee, to guide the members toward the achievement of the Committee’s purpose.

 

Budget & Expenditures

Funds to finance the programs and activities of the Committee may be generated by the committee through available funding agencies/government, with LCCDT approval.

A Committee appointee shall maintain accurate records of all financial transactions, prepare a budget for each project undertaken and shall present a financial statement to the Committee and to the LCCDT on a regular basis.

Authorization for expenditure of funds held in trust for the committee shall be by approved budget or by specific motion of variance.  

 

Reporting

The Committee shall appoint a person from among its members to record minutes of each meeting of the Committee.  The minutes of each meeting must be legibly recorded and highlight key discussion points and record any decisions, actions or recommendations the Committee may decide on. 

The Committee chair will submit a regular report to the LCCDT for circulation; Confidential material should be recorded and retained separately.

The Committee chair, or designate, shall be prepared to present a report and respond to questions at the LCCDT meeting.
